Fix action usage instructions #164
Description
The plain action we have is fine. But when it gets called repeatedly, GitHub appears to keep fetching the same action. Or at least pollutes logs. So we could instruct the usage of https://github.com/robinraju/release-downloader and compare-changes use as a CLI. I think that should work better and simplify the repo setup here.
