Aggregate current funding allocation for a capital scheme #64
Description
Following #9, we return all the current financials for a capital scheme. For most financial types there is only one current value, but funding allocation is different in that there can be multiple current values for each adjustment.
We should aggregate funding allocation so that the API returns a single value. To retrieve all adjustments the historic financials endpoint could be used.
