[Bug] When `2.17.15-9.fc43` submits a report to RHBZ, `runlevel` key contains “`/bin/sh`: line 1: `runlevel`: command not found”, in all reports, from all users.

A verbatim example is:

runlevel:       /bin/sh: line 1: runlevel: command not found

I have yet to observe a report which does not contain this line:
