Phase 3

@echamudi, it looks like the only phase 3 requirement for this repo is spec tests. I took a brief look, but I didn't see any new spec tests in this repo. Did I miss them? If not, is that something you're interested in working on? is there anything that needs to be done before this proposal can move to phase 3?

Are there any existing guidelines or recommendations for the spec tests?

Just that they should take the form of new (or updated) .wast files in this directory: https://github.com/WebAssembly/wat-numeric-values/tree/main/test/core. They should try to test the new features as completely as possible.

The reference interpreter in https://github.com/WebAssembly/wat-numeric-values/tree/main/interpreter will also need to be updated eventually, although technically for phase 3 it's acceptable to have the tests run with a different implementation.
