Complete watershed functions

• pour points

• fix arg types carried over to whitebox flags... ie NULL is not valid, but TRUE/FALSE are.

Note, won't test for actual raster values since it is on the whitebox team that raster values are calculated correctly.

other issues

• Should create_streams_vector() return a SpatVectorProxy or SpatVector. Or maybe that is an argument with default SpatVector? Currently returns SpatVectorProxy.
• create helper function for wrapping check_whitebox_binary() and return useful error message if not installed.
