Implement View menu item and bringing back project explorer pane after it is closed

When you close the Project Explorer pane, currently, there's no way to bring it back other than nuking the layout.config in the appdata folder. Recommended to create a View menu item that brings it back with a default layout strategy to put it on the right side of the window.
