How Do I Use This On a Local host?

I don’t even know how to run it and I don’t know where the client is either, can you provide instructions for running the client and server locally on an Ubuntu machine and also how to do that on a windows 10 machine. I don’t know how to run it and what is executable, so specify what I have to execute and show me where to find the client and how to execute that too. Thanks
