Create `RestExceptions.Dashboard` package

This is a questionable package, really. Needs some thought...

I was thinking about a dashboard page with a Grid which displays all the exceptions thrown with timestamps and stacktrace.
Also, could focus on an error to see exactly what went wrong where.
