Add ability to transfer plugin to org/another user #260

A while ago, I uploaded a plugin under my namespace instead of the Nucleus org. While it's inconsequential where it is for me, I did look for a "transfer ownership" option, and couldn't find it. I imagine that as some plugins devs form teams, they may want to become part of an org group that would like to pool their plugins.
I'd like to see a transfer ownership function so that the owner of the plugin could be changed without manual intervention by Ore staff.
