Add test of the licenses of the packages used

It would be nice to make sure that all the modules we use have licenses compatible with commercial applications.
It seems to be the case after a quick look but checking systematically would be much better.
We could use pip-licenses and make sure that the returned licenses match a list of allowed licenses.
Users of this docker image should be able to append to this list.
