incident: Reported and Submitted Timestamps #30
Description
Currently we only have one timestamp present, which is generated on the backend. This means that the user has no way to report an incident that has happened in the past.
As such, we must differentiate between two different timestamps
- creation_timestamp: Generated when we receive the report
- timestamp: Timestamp as reported by the user.
