Potentially remove PDF rendering

As discussed with multiple people, we should consider removing the rending via the tooling, and opting for the Print to PDF via a browser for those that need it. We have already declared the HTML as the authoritative version, and PDF is only for convenience.

This issue will collect all open PDF issues.
