Your Credetils are wrong... That happen to me the publick key is obtained from the json created when you create the KEYs fro the "Email" at the google service part...

Hi, you have to fill entire private key in the field, including "-----BEGIN PRIVATE KEY--- ... -----END PRIVATE KEY-----".

If this action does not solve your problem, confirm the service account permissions. It should have the client Dialog Flow role.
