[FEATURE]- DM Names not sending to bridge when chassis offline #13

Is your feature request related to a problem? Please describe.
When testing systems with DM chassis, they're almost always offline. However the DM[Blade]ChassisController does not provide the IO Names over the bridge.
Describe the solution you'd like
I would like for the IO Names to be sent whenever the bridge status changes online, regardless of actual DM chassis online status.
