Importer File Load Progression Bar Not Displaying (Staging)

Descriptive summary

For this importer https://staging.oregondigital.org/importers/232 the loading bar didn't display after I added the csv file. I will do another test to confirm. File was 980 rows with two new values per row. Smaller files on production show loading bar.

Expected behavior

File load progression bar on importers displays after selecting file.

reproduced issue with .zip including assets -- no progress bar shows either for drag-and-drop or for "+ Add Files"
