Issue with permission "Committee admins may only edit the managers of their sub-committees"

Describe the bug
If the setting “Committee admins may only edit the managers of their sub-committees” is enabled, a permission issue arises. Organization admins can then no longer edit the “Committee managers” field. The field is locked for them. This is incorrect behavior.

How to Reproduce

1. open settings > activate "Committee admins may only edit the managers of their sub-committees"
2. open committees > create new committee > save > open the edit mask of it.

Expected behavior
When the setting “Committee admins may only edit the managers of their sub-committees” is enabled, Orgaadmins should still be able to edit the “Committee managers” field. For them the field should never be locked.

I ran into the committee name problems here too. I have a possible solution for this issue.
