Missing translation strings

Description: Some content can't be translated, because it isn't available as a translation string. Following content in OS is affected:

• Accounts > Import with vote weight 0 > Preview of import > Hint with error message: default_vote_weight must be bigger than or equal to 0.000001.
• Accounts > Import with SAML number and password > Preview of import > Hint with error message: Because this account is connected with a saml_id: The default_password will be ignored and password will not be changeable in OpenSlides.

We could think about finally starting OpenSlides/openslides-backend#1438 - this would remove the need of the client to translate these errors and lead to those translations being automatically fed into transifex and translated, removing these kind of errors where missing translations occur long after the fact.
