Motion enhancement: add existing motion to agenda should have more options

Description: The current way to add an existing motion to the agenda is not optimal. By using the three-dot-menu > add to agenda, the motion will be at the end of the agenda list. For long lists, this is not optimal, because the user need to place the motion at the desired position manually.

Possible solution: It would be nice to have a dialog field with position options to choose from, like during the creation process of a motion. With this option, the user could easily set the desired position without too much effort. The dialog field button could be at the same position like the function add to agenda. By clicking the button, an dialog field appears, where the user could set the desired position.

Sounds good to me, the two agenda fields (visibility and parent item) could be extracted into its own component to reuse them. @MSoeb did you set needs discussion only out of caution or should something else be discussed here?

Mostly for caution and the hint that we should discuss what possibilities we could have to implement it and when we would do it.

Addition: This should also be implement in the election detail view, because it also misses this functionality.

I want to note here that the agenda list can be sorted and that items can be set as sub-motions of other items (i.e. it is a tree-like structure).
The wording Parent agenda item would suggest that the motion would be set to be a sub-item of the parent item, not just the next in the list:

If we have a agenda like this:

• A
• C

And we want to insert a motion B in between A and C, that may look like this:

• A
• B
• C

or like this:

• A
  • B
• C

I would suggest calling that input field something like Place after... and to add a checkbox As child item to discern between the two possible sortings.

Also: At this point we would only be able to place the motion after another agenda item or at the end (if no predecessor is set), but what if we want the agenda item to be placed at the beginning of the list? Maybe that should also be somehow settable. Maybe through another checkbox?
