Introduce generic tool in Gantt

Currently, it is possible to define a task creation tool and a task delete tool

Proposition:

We should have a generic tool that defines
* a name
* an icon
* a behavior (with model operation as it is already the case for existing tools)

Note: This new feature will open the way for having many creation tool such as "Create following task" or "Create sub task"
