Cambium Download Fails with Runtime Error

Describe the bug

When attempting to download Cambium data for PPA timeseries, the download fails with the message:

Macro did not finish.
[182] runtime exception at line 182: access violation: expected hash table, but found string

Merchant plant fails as well, but with an html-esque error message

To Reproduce

Steps to reproduce the behavior:

1. Go to the revenue page of a Single owner model
2. Click on "TOD factors by timestep" and "download price data from Cambium"
3. Select any set of API options
4. See error

Expected behavior

Expect successful data downloads.

• Version 2025.4.16, develop, maybe others

It looks like the scenario viewer doesn't handle the nrel.gov to nlr.gov redirect gracefully. This is fixed by #2157
