Update CEC module cells in series

The CEC is updating the module database to report total cell count instead of cells in series (Ns) and cells in parallel (Np) because current data is inconsistent, for example many modules have Ns=72 and Np=1 instead of the correct Ns=24 and Np=3.

This requires updating our library generation script and inputs on the Module page.

We should also check the PV model code to confirm that Ns and Np is not being used.

This change is planned for the Fall 2026 update to the CEC database, so we need to consider the timing of changes in SAM.
