malformed CPDB project description

in CPDB 25adopt, the project with project id RDAMPSIP has a description value that breaks the projects and commitments csvs

here's that project on the Open Data projects page

and that project on the Open Data commitments page

it's also in the points data, but the description value is truncated and doesn't seem to be breaking the points shapefile
