NTA Files

CSCL ETL should produce a 2010 NTA file and a 2020 NTA file. We do not currently have docs on requirements

prod files

NTA.csv, NTA.txt, NTA2020.csv, NTA2020.txt

the NTA2020 files have 262 records and represent NTAs. only the csv has headers and they are NTA_CODE, NTA_NAME, NTA_ABBREV, NTA_TYPE

The NTA files have 2168 records and it isn't clear yet what they represent (might be tracts). only the csv has headers and they are BOROUGH, CENSUSTRACT, NEIGHBORHOOD_CODE, NEIGHBORHOOD_NAME, PUMA
