DRAFT Create model tables for facility options

Acceptance criteria

• Update the facilities.ts schema file with schemas for facility options tables: facility_domain, facility_group, and facility_subgroup. Run migrations and ensure the tables look as expected in the DB
• Update facilities.sh and facilities.sql under db/pg/model-create, get the schema dump from the tables just created in zoning-api, ensure model tables have been created in data-flow DB
