Separating out the ID-Model from the rest of the nvFuser code base.

I would like to create a separate code repository with just the ID-Model from nvFuser. Additionally, I would like to document the ID-Model in a human readable way. Plus, I would then like to translate the resulting repository into a python version of the code.

Please follow these steps:

1. Document the ID-Model in a human readable way.
2. Create a separate repository that contains just the necessary code to query the ID-Model.
3. Create a Python version of the new repository.
