Add spatial query

this is a simple example of getting all points within a given bounding box.

sta locations --bbox upperleftx, upperlefty, lowerrightx, lowerrighty

another example is to specify a shapefile or geojson file that defines the geometry

sta locations --within myboundary.geojson

all the spatial relationships defined at https://developers.sensorup.com/docs/#query-filter should be available e.g.

sta locations --intersects myboundary.shp

added the ability to use STATE:COUNTY with within.

currently only NM is supported.

sta locations --withn NM:Socorro

same as

sta locations --within Socorro
