Allow ngencerf domain names to be selected from swagger dropdown menu

In the v2026.01.1 release the ability to query HF 2.3 domains using ngencerf was added. Due to the details of the implementation this capability is not visible from the swagger ui. Work associated with Jira ticket NGWPC-9579 should be done in a way that it fixes this issue along with adding the planned "version" query parameter off the relevant icefabric endpoints.
