Summary
Upgrade WebLab to run on the latest Ubuntu 24.04 LTS Noble Numbat. It currently supports Ubuntu 18.04 Bionic Beaver which is at EOL.

- Ansible deployment: deployment
- Pints fitting: chaste-project-fitting-pints
Tasks:
- Upgrade everything to Python 3.10+ (from Python 2 and Python 3.6)
- Upgrade dependency versions for all packages to latest stable
