Fab metrics not being recognised with python 3.14

During testing of fab in the UM the fab build script gave errors which highlighted that the `fab.metrics` module could not be identified by version 3.14 of python and therefore the environment needed to be forced to use python version 3.12.12 to allow for the fab metrics to be identified. As fab is intended to run with all versions of python this needs to be resolved.
