API endpoints for clients

We need to create API endpoints for network clients to replace the current serial interface.
* messages from new clients should create an unknown client entry on the clients page.
* clients should be able to send card info and receive an unlock or deny message in return
* client plugins should work in the same way as the current serial implementation
