How to set FormParser MAX_BODY_SIZE, MAX_MEMORY_FILE_SIZE?

I want to protect my system by setting MAX_BODY_SIZE, MAX_MEMORY_FILE_SIZE.

I don't know if there is a way to set it.
Is there a way to set it?
