"Save draft" button triggers "Submitting..." text

Describe the bug

Clicking "Save draft" while editing an application brings up "Submitting..." text on all buttons.

To Reproduce

Steps to reproduce the behavior:

1. Create a new application or edit an existing one
2. Scroll to bottom and click 'Save Draft'
3. See "Submitting..." appear

Expected behavior

When saving a draft, the user should see "Saving..." and when submitting, the user should see "Submitting..." It's mildly alarming, and slightly misleading to see "Submitting..." while working on a draft.
