Update EPA harvest sources on H2.0 to match Catalog

We made some changes in Catalog to reduce the number of harvest sources that EPA has, but we didn't make the same changes in H2.0.

How to reproduce

1. Compare https://catalog-prod-admin-datagov.app.cloud.gov/harvest?organization=epa-gov and https://harvest.data.gov/organization/epa

Expected behavior

They have the same sources

Actual behavior

The H2.0 has way too many harvest sources.

Sketch

We will need to clear out the harvest sources that they are no longer using so they don't have duplicated datasets.
