Prepare resources.data.gov to host DCAT-US 3.0 specs

User Story

In order to publish the DCAT spec, OMB wants it to appear on resources.data.gov.

Acceptance Criteria

• GIVEN the DCAT 3 spec should appear as a page on resources.data.gov
  WHEN we hear that it is finished
  THEN the final version appears as a page under resources.data.gov

Background

In discussions, our team decided that we should incorporate the HTML verison currently at https://github.com/DOI-DO/dcat-us/blob/main/docs/index.html into our Cloud.gov Pages site under a fixed URL like resources.data.gov/resources/dcat-us-3.0

Security Considerations (required)

No change from adding another HTML file.

Sketch

Copy the directory from the other Github repository into https://github.com/GSA/resources.data.gov and then see what (if anything) we need to do to make it appear on the Cloud.gov Pages build.
