Allow per-project overriding of site config

Hello! Thanks so much for this amazing project. I was amazed to find APPerl and I have really enjoyed using it.

Would you be amenable to a pull request that allows a setting in apperl-project.json to override the site-config cosmocc setting? I'm working with NixOS and this would make it much easier to isolate builds and build dependencies.

Sorry for the super late response. Glad you're enjoying using APPerl.

I would be open to a PR to allow overriding the site config settings in apperl-project.json. I think they were made global values to make initializing new projects easy, but not needing to rely on global settings would be a great addition.
