[Bug]: 720p video quality is absent on some videos #8909

Describe the bug
- Open affected video.
- Quality options display every option except 720p.
Expected Behavior
- Open any video.
- Be able to select 720p video quality.

Additional Information
The images above show that the examples I provided do have the 720p option on YouTube's main site, but not on FreeTube. I'll also link them below so someone can check it manually. This issue seems to be happening on random videos without any kind of pattern I can figure out. Thank you for your time.
