CRE files for IWD2 can't be read (Unsupported CRE version b'V2.2')

IWD2 CRE files currently cannot be read. This was the last of the formats that needed to be implemented for CRE files, and got put on the backburner in favor of working on the UI. This is as much of a TODO as it is a bug.
