[Local] Splitting out cms code for front end to new repo and integrate with Docker

### Description
- Splitting `cms/` to new repository
- Rewrite Dockerfile to add a new stage:
1) using ubuntu image
2) clone cms code from new repository
3) Copy the  cms code to the `nodejs` build phrase
