Add Github Pages action to regenerate repository daily

Needs #8 to be implemented first to ensure persistent IDs.

Should run a daily (24h job) to check for updates to Excel doc in remote repo

As no versioning is currently implemented for disarm, suggest addition of DISARM_VERSION file in root of repository.

Suggesting version starts at 0.1 (as I cannot find anything else).

On each update, also add a tag (named as version number) in the repository. Similar to mitre/cti and signalscorps/cwe2stix
