Deep pages can't access higher assets

Example:

Given this folder structure:

- app
-- pages
--- enrollment
---- step-one.hbs
---- step-two.hbs
-- views
--- layouts
---- enrollment-layout.hbs

When accessing the page enrollment/step-one.html after compilation, root level assets (css, js, etc) are not found because the page is nested in a folder. The error is that we're looking for enrollment/app.css when we need to be looking for ../app.css.

Ideal Solution:

We should have a Handlebars helper that detects where the page is in relation to the root and automatically prepends enough ../s to the URL so pages at any nesting level can access the root level assets.
