FAQ command?

Curious to hear thoughts about implementing this in the community bot:
CodecademyCommunity/codecademy-discord-bot#180

There are a few ways we could go about this. One would be to just have a FAQ page on the community website and /faq would just direct people there.

We could also build out options for people to select for specific questions, but often the simplest approach is the better one.
