[Bug Report] Cirrus weather app won't open when user clicks mLauncher weather icon

Bug description

Clicking weather icon fails to open a specific weather app, which happens to be the only one installed (Cirrus, version 4.5)

Steps to reproduce the bug

1. Install mLauncher version 1.11.4 Build 2.
2. Install Cirrus, version 4.5, from F-Droid.
3. Ensure no other weather apps are installed.
4. Ensure weather icon is visible on home screen.
5. Click on weather icon.

Expected behavior

In #948, an enhancement was completed which said that clicking on the weather icon should open the first weather app that mLauncher finds to be installed. If there are no such apps, a browser will open to weather.com.

In this particular case, Cirrus is the only weather app installed, yet it does not open when weather icon is clicked. Instead, a browser opens to weather.com.

As a control, Cirrus was uninstalled and another weather app from F-Droid was installed (Your local weather, version 6.3.5). Clicking on the weather icon successfully opened said app. It was the only weather app installed at the time of testing.

This is a issue with the weather app not mlauncher as that app must not define the current elements in there manifest for mlauncher to pick it up.
