Plugin not loading in OBS 25.0.4

When I load up OBS, the motion-effect doesn't seem to load. Clicking on the Scene Transitions, I do not see the Motion option, and in the Effect Filters of a source, there is a Motion option, but when I click on it instead of giving options it just says "No properties available"

Same with me I can't get this plugin to show up. I have it installed but nothing shows up in OBS
