Should this module be generalized for use with more types of templates? #18

Heya,

Right now, CPAN distributions only have a few "boilerplate" files that are expected. README and LICENSE and SECURITY are the basic ones, and covered (generated from templates) by different tooling.

We have a few more that would benefit from being generated from templates, though.

  • CONTRIBUTING and CODE_OF_CONDUCT are useful when the project would like to grow or shape their user base and thereby contributions from them.
  • GOVERNANCE is useful for larger projects that have moved (or intend to move) beyond the basic BDFL model, or who wish to address, formalize or communicate processes around long-term sustainability, decision-making, leadership and conflict resolution.
  • COMPLIANCE is useful for popular projects that are used in stricter regulatory environments, so they can avoid spending time on talking with lawyers and others who care about this topic.

Would it make sense to rework this dist to create these files too?
