"Connection Brokers are systems that create Connections between complementary Consumer and Provider Capabilities."
By comparing contexts to MQTT topics, one might infer that the Connection Broker touches all traffic between Provider and Consumer. But by discussing control plane vs. data plane, one might infer that the Connection Broker touches only control plane traffic and that data plane traffic (messages) are exchanged directly between Provider and Consumer, as with SIP (control) + RTP (data) in VoIP applications.
CNSCP should scope which connection patterns are envisioned.
