Add ability to geofence data recording in firmware

Some vessels, e.g. fishing boats, may not want to have their data recorded when they are in certain locations. To help drive participation and gathering data in nearshore areas, the WIBL logger should have the ability to use a geofence to delineate areas, inside/outside of which, logging should not occur.
