Feature request: Create tech stack specific copilot files

Summary

Create a way to hold tech stack specific copilot instructions and modes so that users can reference and pull into their own projects.

For example, specific Drupal, NextJS, Wagtail, and more instructions.

We are likely going to find more and more frameworks providing MCP servers for better just-in-time and up-to-date context retrieval. For example, I've been using the Next.JS MCP server with those projects.

Maybe a good idea to have a gist repo for instructions that folks can grab from or contribute to 🤔. Not all frameworks with have MCP right away, ie. Drupal, but I suspect folks also wouldn't want these as a default to .github either.
