Remove docker stub when upstream resolves issue #546

When upstream resolves weaveworks/ignite/issues/546 we can remove [this stub](https://github.com/BegleyBrothers/cookbook-ignite/blob/master/libraries/helpers_install.rb#L73) - even if we decide to support docker installation.
