Space Marine Honour Guard should only be available to Dominion Fleets #305

Describe the bug
Honour Guard are only avaiable to ships with a Space Marine Captain onboard. Space Marine Captain’s are only a Dominion Fleet List concept. Page 100 of the remastered rulebook. Currently all Space Marine fleets can select Honour Guard.

Make a Space Marine: Codex Astartes fleet
Add a Battle Barge
See that Honour Guard is available
Expected behavior
Honour Guard should only be available to Dominion fleet lists.
