docs: all sub-repos — README should display product banner and link back to azurelocal.cloud

Summary

Every sub-repository README.md should display the product banner SVG at the top and include a direct link back to azurelocal.cloud, so that the repo is immediately recognizable and navigable as part of the Azure Local ecosystem.

Requirements

1. Banner SVG — Display the product banner as the first visual element in the README:

2. Link to azurelocal.cloud — Add to the README header section:

3. Badge — Add an azurelocal.cloud badge near the top of the README alongside existing badges:
